Flash new parking system

One of HCMC's largest motorbike parking lots (adjacent the Tax Center, Le Loi) has modified it's system, or lack of one - the little bits of paper that keep the stapling industry ticking over here are no longer. Now, one is issued with a small plastic card when entering. It says, amongst other things, that if lost if'll cost 25,000, if you find one and return it they'll give you 15,000.

Less than 3 hours - 2000d, less than 6 hours - 4,000d and less than 9 hours - 6,000d.

When leaving a guy takes your card and scans the information whilst a camera takes a snapshot of your number plate on the rear of your bike which he views on a screen.

So, technology has arrived, at least for one city parking lot!

probably, rich and loud tourists who liked to draw attention were targeted for easy money; lesson-learned here is keep a low profile when traveling!

Anyone who reads Private Eye will recognise a pedant whether they are in Pedant's Corner or here in HCMC so - they actually take a photo of your numberplate when you go in hence they may ask you politely to take your foot off the break pedal as the brake lights spoil the picture. When you depart and they place your magic card in their machine it shows them the picture taken when you entered. They can then be sure that you aren't trying to leave on a different (better) bike. It appears to be a purely photographic system and doesn't use the numberplate text recognition techniques used on UK motorway overhead gantries. But, hey, it's progress!
Yes, I know I should get out more.

Perhaps someone could out-pedant me and find out whether the photo is actually loaded on the card or whether the entry and exit booths are just linked (by cable?)

This new system give more control to the motorbike and i think is good when there are too many drives. This situation is similar as when we buy viagra we need a good medical control.
